Charles Harrell, an Ohio man, was walking down the street and drinking his morning coffee when he was approached by Baron Osterman, a Cincinnati police officer.
Harrel, 29, immediately pulled his phone out and started recording the confrontation with Osterman.
“You can’t be a black man and enjoy your morning, because the police are going to harass you in Cincinnati, Ohio,” Harrell says in the video. “Walking down the street, the cop just asked me if I have a problem.”
Harrell was eventually arrested for a pedestrian violation, resisting arrest and a small amount of marijuana that was found on him.
